Russian Precision Strikes on Ukraine

President Vladimir Putin emphasized on Monday that Russian strikes on Ukraine could partly be considered as a response to Kiev's terrorist attacks on Russian infrastructure.
The Russian armed forces continue to carry out retaliatory strikes on Ukraine, with air raid sirens being reported in a number of Ukrainian regions.
Over the weekend, the Russian Defense Ministry said Moscow was suspending its participation in the UN-mediated grain deal following Ukraine's UK-assisted drone attacks on vessels of the Russian Black Sea fleet in the bay of Sevastopol in Crimea. Russian President Vladimir Putin stated on Monday that the Ukrainian drones used the grain corridor to attack the Russian fleet and civilan vessels.

Ukraine must provide guarantees that the humanitarian corridor in the Black Sea will not be used for military purposes, Russian Foreign Ministry said on Tuesday.
"The Russian side stressed the need for Ukraine to provide guarantees of non-use of the humanitarian corridor in the Black Sea for military purposes," the ministry said in a statement, following the meeting between Russian Deputy Foreign Minister Sergey Vershinin and Turkish Ambassador to Russia Mehmet Samsar.

Erdogan, Putin Discuss Grain Deal Situation During Phone Conversation
Turkish President Recep Tayyip Erdogan held a phone conversation with Russian President Vladimir Putin, during which the leaders discussed the situation around the grain deal, the office of the Turkish president said on Tuesday.

On October 29, the Russian defense ministry said that Moscow was suspending its participation in the grain deal following Ukraine's drone attack targeting vessels of the Russian Black Sea Fleet as well as civilian ships in Sevastopol. The ministry said that preparations for the attacks were carried out under the guidance of UK specialists.

"President Erdogan said that Ankara will continue to propose necessary initiatives to all parties to solve problems related to the implementation of the Istanbul memorandum on grain supplies," the office of the Turkish leader said.

The Turkish president said the he believes that a solution regarding grain supplies will be found.
"Ankara and Moscow will establish a solution-oriented cooperation [on grain deal issue]," the president's office said.

Medvedev: Russia's Victory in Ukraine is the Only Guarantee Against Global Conflict
Western countries are pushing the world toward a global war, only a complete and final victory of Russia is a guarantee against global conflict, Russian Security Council Deputy Chairman Dmitry Medvedev said on Tuesday.
"Western countries are pushing the world toward a global war. And only the complete and final victory of Russia is a guarantee against world conflict," he said on Telegram.
Medvedev cited the thesis of Western countries: "Russia cannot be allowed to win the war," and wondered what it really meant.
"Trace a simple formal logic. If it is not Russia that wins, then, apparently, Ukraine. The goal of Ukraine in the war was declared by the Kiev regime — the return of all territories that previously belonged to it. That is, their rejection from Russia. This is a threat to the existence of our state and the collapse of today's Russia. And this means a direct reason for the application of paragraph 19 of the Fundamentals of the State Policy of the Russian Federation in the field of nuclear deterrence," he said.
"And then who is planning a nuclear conflict, let me know? What is this if not a direct provocation of a world war with the use of nuclear weapons?" Medvedev continued.

Russian High-Precision Strikes Aim to Reduce Ukraine's Defense Potential - Minister
The Russian armed forces have been effectively reducing Ukraine's defense capability by targeting the country's infrastructure with high-precision weapons, Russian Defense Minister Sergei Shoigu said on Tuesday.

"We continue to effectively hit Ukrainian military infrastructure with high-precision weapons as well as facilities that affect the country's military potential. We are also taking comprehensive measures to prevent casualties among Ukrainian citizens," Shoigu said at a meeting.
Shoigu added that Russia has so far intercepted over 200 US-supplied HIMARS (High Mobility Artillery Rocket Systems) missiles.

The inaction of European states concerning the terrorist attack on the Nord Stream pipelines is unacceptable, and such actions cannot be left unanswered, Kremlin spokesman Dmitry Peskov said on Tuesday.

"Our special services have information... which indicates that the coordination of the attack on Sevastopol Bay was carried out by UK military consultants. There is also evidence that the UK is involved in sabotage, in other words a terrorist act, against key energy infrastructure, which not just Russian but international infrastructure," Peskov said.

Shoigu Says 87,000 Conscripted Under Partial Mobilization Sent to Combat Areas
MOSCOW (Sputnik) - Russian Defense Minister Sergei Shoigu said on Tuesday that 87,000 people out of 300,000 conscripted under the partial mobilization were sent to combat areas.
"87,000 people have been sent to combat areas after additional training and combat coordination," Shoigu said.
The minister said that about 3,000 instructors who have gained combat experience during their military training have been involved in working with the mobilized.
"The combat coordination of the formed units is being completed at the training grounds. The main efforts are focused on field training, the ability to use means of communication, navigation and reconnaissance. More than 3,000 instructors, who received combat experience during the special military operation, have been involved in the work," Shoigu said.
The training centers prepare crews of combat vehicles and tanks, artillerymen, snipers, specialists of unmanned aerial vehicles, electronic warfare and others, the minister said.
The Russian defense minister underscored that the commanders of the military districts and Russia's Northern Fleet need to train the formed new units together with the ones that are already participating in the special operation.

During a conference call on Tuesday , Russian Defense Minister Sergei Shoigu said that Russian force continue to effectively hit Ukrainian military infrastructure in precision-guided strikes, thus reducing Kiev's military potential.
"At the same time, comprehensive measures are being taken to prevent the death of Ukrainian citizens," Shoigu stressed, adding that "the Kiev regime continues to carry out terrorist acts to destroy the civilian population and destroy social facilities."
"The armed forces of Ukraine do not stop shelling the Zaporozhye nuclear power plant, evacuation sites and places of distribution of humanitarian aid, deliberately inflicting targeted strikes on civilian population," the defense minister said.
Over the past ten days, he said, "more than 200 HIMARS rockets have been intercepted."

State Duma Speaker Vyacheslav Volodin has warned that the resumption of the grain deal is impossible while the security corridor is being used for terrorist attacks.
“The resumption of the grain deal is impossible as long as the security corridor is used for terrorist attacks. Russia provided the Ukrainian side with the opportunity to export grain, which was supposed to go to the countries most in need in Africa and Asia. Explosion Outside Zaporozhye NPP Disconnected External Power Supply of Reactor Unit 4 - IAEA
MOSCOW (Sputnik) - A landmine explosion outside of the Zaporozhye Nuclear Power Plant (ZNPP) on Sunday disconnected the main power supply to one of the ZNPP's reactors, the International Atomic Energy Agency (IAEA) said in a statement.
"The explosion occurred yesterday evening outside the ZNPP’s perimeter fence, disconnecting the 750 kilovolt (kV) external power line between plant’s switchyard and the main electrical transformer of reactor unit 4," the IAEA said.
"Unit 4 is instead receiving the electricity it needs for cooling and other essential nuclear safety and security functions from a back-up line connecting the ZNPP to the switchyard of the nearby thermal power plant, Director General Grossi said, referring to information provided by the team of IAEA experts present at Europe’s largest nuclear power plant," according to the statement.
Russia's Defense Ministry stated on Sunday that Ukrainian artillery fired at Energodar and the territory adjacent to the ZNPP three times during the day. Enemy units were suppressed by Russian artillery return fire, and the radiation situation at the ZNPP was normal.
