UPDATES: Moscow Demands Int'l Organizations Condemn Execution of Russian PoWs by Ukrainian Forces

In February, Russia launched a special military operation in Ukraine after the breakaway republics of Donetsk and Lugansk requested help to defend them from intensifying attacks by Ukrainian forces. The United States and its allies imposed comprehensive sanctions against Russia and have supplied Ukraine with weapons and economic assistance.
Russia has been targeting Ukraine's military and energy infrastructure since October 10, two days after the terrorist attack on the Crimean Bridge, which Moscow blames on the Ukrainian special services.
Ukraine has introduced rolling blackouts to repair the energy grid ahead of winter.
On Tuesday, a missile struck Polish territory near the border with Ukraine. Warsaw believes that the strike was most likely caused by Ukrainian air defenses. Based on preliminary information, NATO and the US also concluded that the missile had not been fired from Russia.

The Russian Defense Ministry, in turn, said that the Russian forces had launched no strikes on targets near the Ukrainian-Polish border on Tuesday, and that the released photos of the missile's debris indicated it was not Russian.

The Russian Foreign Ministry demanded international organizations condemn the execution of Russian PoWs by Ukrainian forces and conduct a thorough investigation, adding that by ignoring such crimes the West becomes an accomplice.
The ministry also vowed that the atrocities will not go unpunished.

Russian Ombudswoman Urges International Organizations to Condemn Execution of Russian PoWs
MOSCOW (Sputnik) - Russian ombudswoman Tatyana Moskalkova said she had addressed the secretary general of the Council of Europe, the director of the OSCE/ODIHR and the head of the Council of Europe committee with a demand to condemn the execution of Russian prisoners by Ukrainian military.
"I consider it necessary to conduct a thorough investigation of this crime. I addressed Council of Europe Secretary General Marija Pejcinovic-Buric, OSCE ODIHR Director Matteo Mecacci, expert of the UN Special Commission Erik Mose and the head of the Council of Europe anti-torture Committee (CPT), Mr. Mitchell, demanding to condemn these actions and within the framework of powers to demand an investigation of the crimes committed and punishment of those responsible," Moskalkova wrote in her Telegram channel.
She stressed that no words could express the pain and bitterness of what she saw. Moskalkova also called it a crime against humanity.
A video showing Ukrainian soldiers shooting down Russians who have surrendered and are lying on the ground emerged on social media on Friday. The Russian Human Rights Council said the video would be sent to the Office of the UN High Commissioner for Human Rights, the OSCE, the Council of Europe, Amnesty International, the International Committee of the Red Cross and other organizations.

Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan underscored the importance of comprehensive and full implementation of the grain deal, given its recent extension, the Kremlin said on Friday.

"Taking into account the extension for another 120 days of the validity of the Istanbul agreements of July 22 this year on the export of Ukrainian grain from the Black Sea ports and the removal of obstacles to the export of Russian agricultural products and fertilizers to the global markets, Vladimir Putin and Recep Tayyip Erdogan emphasized the importance of comprehensive and full implementation of this 'package' agreement," the statement said.

The Russian and Turkish presidents agreed to continue regular contacts at all levels.

Russian Foreign Ministry Says No Grounds Yet to Be Satisfied With IAEA Report on Ukraine
Russia has taken note of the International Atomic Energy Agency (IAEA) report on the results of the verification of reports of the preparation of a "dirty bomb" in Ukraine, so far there are no grounds to be satisfied with these data, Russian Deputy Foreign Minister Sergey Ryabkov said on Friday.

Ukraine has capabilities to produce such a device and use it for provocative purposes, the diplomat said, adding that the three declared objects are by no means all that Kiev has in this regard.

"When we take into account what kind of sponsors this regime has, what these sponsors are capable of, then there are probably no grounds to be satisfied with what the IAEA has collected and prepared," Ryabkov told reporters.

Moscow will decide on the IAEA report on Ukraine later, the diplomat added.

The International watchdog sent experts two nuclear facilities in Ukraine late last month following Russian statements that Ukraine has created a dirty bomb. Commenting on the report issued after the trip, Russian Permanent Representative to International Organizations in Vienna Mikhail Ulyanov said this week that the investigation was rather superficial, lasted only several hours, and nobody expected "dirty bombs" to be in plain site in the middle of the plants.

US Asks Europe, Kiev to Coordinate Statements on Missile Incident in Poland - Reports
The United States has been in intense contact with European allies and Ukrainian President Volodymyr Zelensky's entourage over the past few days, urging them to be cautious about commenting on the causes of the missile incident in Poland, US media reported on Friday, citing American and European officials.

Over the past two days, high-ranking US government officials have also demanded their NATO allies refrain from making categorical statements until the official investigation into the incident is completed, the media reported.

Differences in opinion regarding the causes of this incident are reportedly one of the first serious divergences that are observed in the relations between Washington and Kiev.

The missile incident was a "really important test run" for the United States, its NATO allies, and Ukraine, former State Department official with expertise in Europe Heather Conley said.
