LIVE UPDATES: US to Continue Sending Aid to Ukraine, Blinken Says After Classified Senate Briefing

Russia launched its special military operation in Ukraine in February, after the Donetsk and Lugansk people's republics appealed for help in defending themselves against Kiev. President Vladimir Putin stressed that the op aims to stop the eight-year-long war, waged by Ukraine against the people of Donbass.
Moscow began striking Ukrainian infrastructure on October 10, in response to Ukraine's terrorist attack on Russia's Crimean Bridge.

The strikes are being carried out on power, defense industry, military command and communications facilities across Ukraine. Since then, air raid alerts have been issued in the Ukrainian regions every day, sometimes throughout the country.
Last month, Ukrainian authorities said that almost half of the country's energy system had been put out of service.

Ryabkov: Russia Sent Proposals to IAEA on Security Zone Around ZNPP
Russian Deputy Foreign Minister Sergey Ryabkov said Moscow had sent proposals to the International Atomic Energy Agency (IAEA) with specific parameters for creating a security zone around the Zaporozhye Nuclear Power Plant (ZNPP), they are being considered by the agency.

"We proposed to the agency a solution to the problem of creating a security zone with specific parameters, these proposals are under consideration by the agency, they are a subject of discussion," Ryabkov said in an interview with the Izvestiya daily.

Blinken After Classified Briefing With Senate: US to Continue Sending Aid to Ukraine
There is enough bipartisan support to continue providing assistance to Ukraine, US Secretary of State Antony Blinken said after a classified briefing with the US Senate.

"I came away from this very strongly convinced of the ongoing strong support that we're getting on a bipartisan basis," Blinken said as quoted by reporters on Wednesday.

In October, House Minority Leader Kevin McCarthy pledged that if Republicans obtain a majority in the lower chamber, Ukraine would not get a “blank check” for aid, citing concerns about a recession. Following the statement, US President Joe Biden said he worried about the future of congressional support to continue providing aid to Ukraine.

Senate Minority Leader Mitch McConnell previously said a Republican majority in the upper chamber will focus on ensuring timely delivery of weapons to Ukraine, as well as greater allied assistance.

House Armed Services Panel Leaders Push Back on Calls for Further Oversight of Ukraine Aid
House Armed Services Committee Chairman Adam Smith and Ranking Member Mike Rogers on Wednesday pushed back on calls from Republican lawmakers to bolster oversight of US aid to Ukraine.
“We have the Defense Department report before us regularly in classified settings and tell us about this… There is no evidence that we don’t have confidence that the money we’re giving, the supplies that we’re giving [to Ukraine], are going where they’re supposed to go,” Rogers said during a House Rules committee hearing.
The United States needs oversight of the aid but already maintains it adequately, Smith added.
A group of House Republicans led by Congresswoman Marjorie Taylor Greene recently introduced a measure to increase accountability and transparency of US taxpayer money sent to Ukraine.
The measure was voted down by the House Foreign Affairs Committee on Tuesday in a vote of 26-22, with the resolution garnering support from mainstream Republicans but failing to overcome the panel’s outgoing Democratic majority.
Smith and Rogers appeared as witnesses during the House Rules Committee hearing to provide insight into the National Defense Authorization Act (NDAA), which lawmakers are seeking to pass before the end of the year.
The latest version of the NDAA under consideration by Congress would authorize $800 million in additional aid to Ukraine, $500 million more than US President Joe Biden requested.

Canada, Netherlands File 'Declaration of Intervention' in ICC Case Against Russia
Authorities of Canada and Netherlands filed a joint declaration of intervention in the case of Ukraine against Russian at the International Criminal Court (ICC), the two governments said in a joint statement on Wednesday.
"Today, Canada and the Kingdom of the Netherlands filed a joint declaration of intervention in the case brought by Ukraine against Russia at the International Court of Justice. In these proceedings, Ukraine seeks 'to establish that Russia has no lawful basis to take action in and against Ukraine for the purpose of preventing and punishing any purported genocide,'" the statement read.
Both states intervened to place their interpretation of the relevant provisions of the Convention on the Prevention and Punishment of the Crime of Genocide (Genocide Convention) before the court, it added.
Canada and Netherlands urged Russia to immediately suspend its military operations in Ukraine. They reminded that the ICC ordered it in its order in March.
"Russia’s failure to comply with this order constitutes a further breach of its international obligations," they said.
Ukraine had filed an application instituting proceedings with the United Nations court, based in the Hague, on February 26, two days after the start of Russia's military operation in the country.

ZNPP Safety Zone Must Be Negotiated by Year-End for Global Security Sake - Think Tank
Stakeholders of the Ukraine conflict must negotiate the creation of a safety zone around the Zaporozhye nuclear power plant (ZNPP) before the end of 2022 to eliminate the related security risks, Ambassador Thomas Greminger, Director of the Geneva Centre for Security Policy, told Sputnik.
"There is obviously a serious risk. And this is why these negations on a safety zone are so important. But obviously these are very difficult negotiations. Again there is lack of trust, there is a military agenda as I understand on both sides that would not advocate in favor of a safety zone," Greminger said on the sidelines of the 8th Primakov Readings forum in Moscow.
The expert, who is also a former Secretary General of the Organization for Security and Co-operation in Europe, said International Atomic Energy Agency chief Rafael Grossi has expressed "some confidence" that an agreement might be reached by the end of the year.
"I think it would be very important," Greminger said.
