Russia launched its special military operation in Ukraine in February, after the Donetsk and Lugansk people's republics called for help amid Ukrainian attacks.
Russia began targeting Ukrainian infrastructure on 10 October, in response to Kiev's terrorist attack on Russia's Crimean Bridge. Russia has been striking power, the defense industry, military command and communications facilities throughout Ukraine.
Ukrainian President Volodymyr Zelensky said in a phone conversation with US President Joe Biden that about 50 percent of Ukraine's energy infrastructure has been destroyed as a result of Russian missile strikes, the office of the Ukrainian president said on Monday.
Over the past months, air raid alerts have sounded in Ukrainian regions every day, with many parts of the country experiencing power cuts.

US State Dept Says Has Nothing to Preview or Announce on Reports of US Sending Patriot Systems to Ukraine
US State Department spokesperson Ned Price said on Tuesday that he has nothing to preview or announce with respect to media reports that the United States is planning to send Patriot air-defense systems to Ukraine.
"I don't have anything to preview or announce but our commitment to Ukraine's self-defense capabilities, including through the provision of air defense systems, is something we are committed to," Price said during a press briefing.
Earlier on Tuesday, US media reported that the Biden administration is finalizing plans to provide Ukraine with the Patriot system amid a series of Russian strikes on the country’s energy infrastructure and other targets.

NATO Sees No Indication Russia Readying to Use Nuclear Arsenal: US Envoy
NATO currently does not see any signs that Russia is readying to use its nuclear weapons, US ambassador to the alliance Julianne Smith said on Tuesday.
"At this point, we do not see an indication that Russia is undertaking steps that would indicate that they are actually preparing to use their nuclear arsenal," Smith said at the Center for Strategic and International Studies.
However, the alliance remains vigilant and is following the situation closely, she added.
"The alliance is closely monitoring this loose talk about possible use of nuclear weapons in Ukraine," Smith stated.
The US envoy promised to continue warning Russia about the choice to use nuclear weapons.
"We will continue to signal to Russia that there will be unprecedented consequences for Russia if they choose to do this, and we will continue to watch the situation closely," she added.
On Wednesday, President Vladimir Putin said that Russia was not going to threaten the world with its nuclear weapons even though they were "more advanced and modern" than those of other nations, and that they were primarily a deterrent. Later on the same day, US State Department spokesperson Ned Price said that Putin’s statements were "irresponsible" and "dangerous."

US Finalizing Plans to Provide Ukraine With Patriot Missile Defense System: Reports
The United States is finalizing plans to provide Ukraine with the Patriot missile defense system amid a series of Russian strikes on energy infrastructure and other critical targets around the country, CNN reported on Tuesday.
The plan, which still needs approval from Defense Secretary Lloyd Austin and President Joe Biden, could be announced as soon as this week, the report said, citing two US officials and a senior administration official.
The Patriot is a long-range surface-to-air missile system used to intercept incoming projectiles. The system would be the most effective long-range defensive weapon system sent to Ukraine and would help secure airspace for NATO nations in eastern Europe, the report said.
It is unclear how many missile launchers will be provided, but the system is expected to ship quickly once finalized, according to the report. Ukrainians will be trained to use the system at a US Army base in Germany, the report said.

International Conference in Paris Gathers $1Bln in Aid for Kiev: French Foreign Minister
The total financial aid to Ukraine that has been pledged during the International Conference on Civilian Resilience in Ukraine has reached almost $1 billion euros ($1.1 billion), French Foreign Minister Catherine Colonna said on Tuesday.
"The aid that we have collectively brought in exceeds the 800 million euros that [Ukrainian President Volodymyr] Zelensky asked for earlier. I am glad to say that we have collected a bigger sum. This sum totals almost 1 billion euros," Colonna said at the conference "Standing with the Ukrainian people" in Paris.
According to the French minister, around 415 million euros out of the entire financial assistance agreed upon will be allocated for energy, 25 million euros for water supply, 38 million euros for food, with 17 million euros and 22 million euros expected to be provided for healthcare and transport, respectively.
Addressing the conference earlier in the day, Zelenskyy said that Ukraine urgently needed around 800 million euros for the partial restoration of its heavily damaged or destroyed energy infrastructure.
The international conference on civilian resilience in Ukraine took place in Paris on Tuesday. According to French President Emmanuel Macron, the goal of the summit was to agree on financial support to help Kiev survive this winter. The next conference is expected to take place next year in London.

Italy to Stop Military Aid to Kiev Once Peace Talks With Russia Start: Defense Ministry
Italy will stop supplying weapons to Ukraine once Moscow and Kiev start peace negotiations, though even then, it will take a long time for relations between NATO and Russia to return to their previous state, Italian Defense Minister Guido Crosetto said on Tuesday.
"While I am now talking about the decree on the possibility of supplying military assistance, I realize that sooner or later it [the military assistance] will have to end. It will stop once there is a peace negotiating table," Crosetto told the upper house of the Italian parliament.
At the same time, even after the beginning of peace talks between Russia and Ukraine, relations with Moscow will not return quickly to their previous state, according to the Italian defense chief.
"We must make Russia understand that this project has failed, and for this, we must achieve negotiations," Crosetto added.

France to Allocate Additional $80Mln to Provide Ukraine With Electricity – President
The French government will allocate an additional 76.5 million euros ($80 million) to support Ukraine with electricity provision during winter, French President Emmanuel Macron said on Tuesday.

"France has already allocated 151.5 million euros to Ukraine since the beginning of the year, we will add 48.5 million in the coming days for the goals set by this conference, 27 of which are for urgent needs to get through the winter, and the remaining sum will be distributed to help vulnerable populations. In addition, we will allocate an additional 76.5 million euros for assistance with the provision of electricity. Sixty-three generators more will be delivered complementing a hundred already delivered in November," Macron said at the conference "Standing with the Ukrainian people" in Paris.

UK Announces New Sanctions Package Against Russia
The United Kingdom has unveiled a new package of sanctions against Russia over its actions in Ukraine, targeting senior commanders of the Russian armed forces, among others, the UK government said on Tuesday.

"The UK has today (13th December) announced a new package of 16 sanctions targeting senior Russian commanders for their involvement in the Russian military, and Iranian businessmen and officials involved in the production and/or supply of drones to the Kremlin," the government said in a statement.

The sanctions target 12 senior Russian military commanders, as well as three Iranian businessmen and an Iranian UAV components manufacturing company.

Ukraine Needs $1.6Bln to Partially Restore Energy Infrastructure - President
Ukraine needs 1.5 billion euros ($1.6 billion) for partial restoration of its heavily damaged or destroyed energy infrastructure, Ukrainian President Volodymyr Zelensky said on Tuesday.

"Ukraine has withstood hundreds of Russian strikes on the energy sector. Now, most of our power plants have been damaged or destroyed by shelling, all hydroelectric power plants, thermal power plants. Superficial quick restoration of destroyed energy facilities only requires at least 1.5 billion euros," Zelensky said addressing the international conference on assistance to Ukraine in Paris.

He added that around 12 million people were left without power in Ukraine now.

The president also noted that Ukraine was in need of two gigawatts of energy imports from the European Union.

"At least until the end of this heating season, we need emergency support from the European energy system, meaning power supplies from EU members, in a volume of up to two gigawatts … This support might cost 800 million euros at current prices," Zelensky said.

Donetsk People's Republic to Hold Elections in September 2023
The Donetsk People’s Republic will elect a new governor and parliament in September 2023, its acting governor told Sputnik in an interview.

“The race for parliamentary seats and the position of the head of the Donetsk People’s Republic will be held in September 2023, on the second Sunday [of the month],” Denis Pushilin said.

Russian President Vladimir Putin issued a decree in October allowing the republic to join Russia alongside the neighboring Lugansk People’s Republic, the Zaporozhye and the Kherson regions.

Pushilin confirmed that he would run for the top job in the Donetsk People’s Republic administration in order to “fulfill the tasks I set myself when I took over as the leader of the Donetsk People’s Republic.”
