Russia launched its special military operation in Ukraine in February, after Donbass people's republics appealed for help in defending themselves against Ukrainian provocations. In response to Russia’s operation, Western countries have rolled out a comprehensive sanctions campaign against Moscow and have been supplying weapons to Ukraine.
Russia began targeting Ukrainian infrastructure on October 10, two days after a terrorist attack on Russia's Crimean Bridge organized by Kiev. The strikes have been launched against power, defense industry, military command and communications facilities across Ukraine.
Ukrainian President Volodymyr Zelensky said on November 1 that about 40% of Ukraine's energy infrastructure had been damaged as a result of Russian strikes, leading to mass blackouts throughout the country.
Over the past months, air raid alerts have been sounded in Ukrainian regions every day, with many parts of the country experiencing power cuts.

US Intends to Provide $38 Billion More in Aid to Ukraine - Deputy Treasury Secretary
US Treasury Deputy Secretary Wally Adeyemo met with Polish Minister of Climate and Environment Anna Moskwa in Brussels and said the United States intends to provide an additional $38 billion in aid to Ukraine, the Treasury Department said.

"The Deputy Secretary congratulated Minister Moskwa on the EU’s agreement to impose further sanctions on Russia and underscored the United States' intent to provide further aid, including the additional $38 billion in Ukraine assistance that President Biden has requested from Congress," the Treasury Department said in a Monday release.

Adeyemo thanked Moskwa for Poland’s leadership within NATO and the broader coalition of nations that have imposed sanctions on Russia, the release said. The two officials also discussed the implementation of a $60 per barrel price cap on Russian oil.

RIA Novosti Correspondent Comes Under Ukrainian Fire While Delivering Aid in Donbass
A RIA Novosti correspondent and soldiers of Russia's Western Military District, while delivering humanitarian aid to servicemen on the Kremennaya sector of the front, came under mortar fire from Ukrainian troops.

"We were filming a story about the delivery of humanitarian cargo to frontline soldiers. We were moving to the point on armored vehicles, at that moment the Ukrainian military opened aimed mortar fire on an infantry fighting vehicle," RIA Novosti correspondent Viktor Antonyuk said.

There were no casualties, he said.

Missiles Hit Donetsk Hospital, Kindergarten as Result of Shelling - Mayor
Missiles have hit a hospital and a kindergarten in Donetsk after the shelling of the city by Ukrainian troops, mayor Alexey Kulemzin said on Monday.
"According to preliminary data, one of the buildings of the Kalinin hospital and kindergarten were hit," Kulemzin said on Telegram, adding that houses and cars were damaged in the vicinity of the site.
Earlier in the day, Sputnik correspondent reported that the Ukrainian military shelled the city with "Grad" rockets, according to preliminary information.

UN Authorizes Russian Fertilizer for Exports After Concluding Inspections - Guterres
UNITED NATIONS (Sputnik) - UN Secretary General Antonio Guterres announced on Monday that the United Nations has concluded the inspections of Russian fertilizer in European ports in the Netherlands, Belgium and Estonia, and approved the fertilizer for shipment.

"We have now concluded the inspections concluded in the other quantities that exist in Rotterdam and in Antwerp and in Estonia and the exports were already authorized," Guterres said during a press briefing. "These are non-commercial transactions because these are donations but you, of course, you need to find the ships, you need to find the insurance and you need to find the way to distribute and we have the support of the World Bank for that purpose."

Moscow Calls Provocative Greece's Plans to Transfer S-300 Air Defense Systems to Ukraine
Greece's plans to transfer S-300 air defense systems to Ukraine are provocative, Russian Foreign Ministry spokeswoman Maria Zakharova said on Monday, adding that all military equipment sent to Kiev will be destroyed by the Russian armed forces.

Greek Defense Minister Nikolaos Panagiotopoulos said on Sunday that the country's government is ready to send S-300 air defense systems from Crete to Ukraine if the US "installs the Patriot system in their place."

"We consider [Greece's] provocative plans to supply the Kiev regime with the S-300 and other Russian/Soviet air defense systems openly hostile to Russia," Zakharova said in a statement.

This would be a flagrant violation of the provisions of the Russian-Greek intergovernmental agreements on military-technical cooperation of October 30, 1995, and on the supply of military products of December 3, 2013, which unambiguously prohibit Greece from re-exporting the military equipment supplied by Moscow to a third party without Russia's consent, the diplomat added.

Emergency Blackouts Planned in Kiev, Other Parts of Ukraine on Monday - Authorities
Emergency electricity outages are taking place in Kiev and other parts of Ukraine on Monday, local authorities said.

"Emergency electricity outages are introduced in Kiev due to a missile attack. The schedules for stabilization power cuts are not functioning," the Kiev arm of Ukrainian utility DTEK said.

Emergency power outages will also continue in the Odessa region, Sergey Bratchuk, adviser to the chief of regional military administration, said.

Iran Rejects CIA Director's Accusation of Supporting Russia Militarily in Ukraine
US Central Intelligence Agency (CIA) chief William Burns' allegation that Iran is supplying weapons to Russia for their use in the Ukrainian conflict is an unfounded element of US propaganda campaign against Tehran, the Iranian Foreign Ministry said on Monday.

Ministry spokesman Nasser Kanaani said the US continued its "unfounded claims and illegal actions" against Iran by questioning the defense cooperation between Tehran and Moscow and accusing the former of indirect involvement in the Ukraine conflict.

Kanaani also stated that the two states developed their partnership in various fields in line with their interests, which posed no threat to any third party.

The spokesman added that Iran would continue to act independently when it comes to protecting its national interest and forging ties with international partners, "while respecting international rules and laws."

Last week, the CIA director said on US television that Iran was allegedly supplying Russia with drones which are then used to "kill Ukrainian civilians."

Ukrainian Spy Sentenced to 12 Years for Treason in Crimea - Russia's FSB
A court in Cream has sentenced a Russian national working for the Ukrainian intelligence to 12 years of maximum security imprisonment for having supplied Kiev with sensitive information about Russia's Black Sea Fleet in 2020-2021, Russia's Federal Security Service (FSB) said on Monday.

"The verdict of the Sevastopol city court against Russian citizen Yevgeny Vadimovich Petrushin, found guilty of committing high treason, went into force. He was sentenced to 12 years of imprisonment in a strict regime penal colony, a fine of 100,000 rubles [$1,500] and restriction of freedom for one year [after release]," the FSB said in a statement.

The investigation found that Petrushin was collecting and transmitting information about the activities of the Russian Black Sea Fleet in 2020-2021 at the request of Ukrainian intelligence, the statement read.

The statement comes on the day marking the Military Counterintelligence Day in Russia.

UK to Supply Kiev With ‘Hundreds of Thousands’ of Artillery Rounds - Reports
The United Kingdom plans to provide Ukraine with a major artillery package next year, The Guardian reported on Monday.

The new aid package, to be announced by British Prime Minister Rishi Sunak, will include "hundreds of thousands of rounds of artillery ammunition next year under a £250m ($304m) contract that will ensure a constant flow of critical artillery ammunition to Ukraine throughout 2023," the prime minister’s office said in a statement quoted by the newspaper.

At the end of last month, Sunak said that the United Kingdom intended to maintain its current level of military support for Kiev in 2023, or even increase it.

Several Explosions Hit Kiev - Mayor
Several explosions were heard in the Shevchenkovski District of the Ukrainian capital on Monday morning, Kiev Mayor Vitali Klitschko said.

"Several blasts rocked the Shevchenkovski district of the capital. All services are working on the ground. More details later," Klitschko said on Telegram.

According to the Kiev regional authorities, critical infrastructure facilities were damaged in the region as a result of overnight strikes.
