Russia's Special Operation in Ukraine

Russia launched its special military operation in Ukraine in February, after Ukraine increased attacks against the Donetsk and Lugansk people’s republics. In response, western countries have increased arms supplies to Ukraine, despite warnings from Moscow that it only prolongs the conflict.
Russia began targeting Ukrainian infrastructure on October 10, as a response to Kiev's terrorist attack against the Crimean Bridge. The strikes are aimed at power, defense industry, military command and energy infrastructure facilities throughout Ukraine.
Over the past months, air raid alerts have been sounded in Ukrainian regions every day, sometimes all across the country.
Earlier, Ukrainian President Volodymyr Zelensky said that nearly 40% of the country's energy infrastructure was seriously damaged.

Putin: Kiev Deliberately Strikes Residential Areas of Donetsk, Targeting Civilians
Kiev conducts strikes against residential areas of Donetsk, targeting civilians, while no foreign media and human rights activists say anything about it, Russian President Vladimir Putin said on Tuesday.

"As for these attacks, I understand that the strikes of Ukraine military directly hit residential areas of Donetsk... These are civilians [that are targeted]... No foreign media, nor any human rights organizations is commenting on this," Putin said at a meeting with the acting head of the Donetsk People's Republic (DPR), Denis Pushilin.

Pushilin, in turn, appealed to Putin with a request to strengthen the republic with modern air defense systems against the background of increased Ukrainian shelling.

IMF Executives Approve 4-Month Assistance Program for Ukraine
The International Monetary Fund's Executive Board on Tuesday approved Ukraine's request for a so-called Program Monitoring with Board Involvement (PMB) to help it cover "very large" debt and safeguard domestic market stability.

"The Executive Board of the International Monetary Fund discussed today a Management-approved PMB for Ukraine. This 4-month PMB is designed to help Ukraine maintain stability and catalyze donor financing," the IMF said in a statement.

The statement also said that the measures included "enhancing revenue mobilization and reviving the domestic debt market," as well as "preparing a financial sector strategy, and enhancing transparency and governance."

On Monday, the European Commission announced that it would issue up to $84.8 billion of long-term EU-bonds in the first half of 2023 under the bloc's unified funding approach to support Ukraine's economic recovery.

US' Draft Budget For 2023 Provides For $45 Billion in Additional Assistance to Ukraine
The draft budget of the United States for the 2023 fiscal year provides for $45 million in additional assistance to Ukraine, according to the document released by the government on Tuesday.

"The Additional Ukraine Supplemental Appropriations Act, 2023, provides $45 billion in emergency funding to support the Ukrainian people, defend global democracy in the wake of Russia’s unprovoked attack on Ukraine, and for other purposes," the draft read.

The document also provides $2.4 billion "for resettlement and other support services, such as emergency housing, English language classes, job training, and case management, for Ukrainian arrivals and refugees," as well as $13.37 billion in economic and budgetary assistance to the Ukrainian authorities.
The draft budget of the United States for the 2023 fiscal year provides for a possibility to transfer defense equipment worth up to $14.5 billion to Ukraine.

"[The draft] Increases the President’s authority to transfer defense equipment to Ukraine to $14.5 billion and provides $560 million in State Department security assistance funding for Ukraine and other allies," the draft read.

Ukrainian Troops Killed 4,392 Civilians, Injured 3,926 Others in DPR Since February - DPR
The strikes conducted by Ukrainian forces on the Donetsk People's Republic (DPR) have killed 4,392 civilians, including 132 children, and wounded 3,926 others since February 24, the DPR's mission to the Joint Center for Control and Coordination of issues related to Ukraine's war crimes (JCCC) said on Tuesday.

"According to the official data by the DPR's JCCC, as of December 19, 18:45 GMT, 4,392 civilians were killed, including 132 children," the mission said on Telegram.

The statement also said that the shelling by the Ukrainian troops injured 3,926 people, including 247 children.

It added that the strikes destroyed 9,224 residential premises, 2,200 civilian infrastructure facilities and 1,114 vehicles.
