A special military operation which Russia has been carrying out in Ukraine came in response to the request of the people's republics of Donetsk and Lugansk to protect their citizens amidst increased attacks from the Kiev regime.
After Russia's operation "to demilitarize and de-Nazify Ukraine" began, the United States and its allies ramped up their military support for Kiev. Recently, the US and several Western countries announced new military supplies to Ukraine, including battle tanks, armored infantry vehicles and artillery systems.
In April 2022, Moscow sent a note to NATO member states condemning their military assistance to Kiev, noting that pumping Ukraine with weapons was not conducive to peace talks and would have a detrimental effect on the conflict.
Russian Foreign Minister Sergey Lavrov warned that any arms shipments on Ukrainian territory would be "legitimate targets" for Russian forces.

US Believes F-16s Not Key Capability For Ukraine's Offensive Yet - White House
The United States believes F-16s will not provide Ukraine with a key capability as it prepares for a counter-offensive against Russian forces, US national security adviser Jake Sullivan said during a CNN town hall event.

"From our perspective, F-16s are not the key capability for that offensive," Sullivan said Thursday night.

Sullivan added that President Joe Biden and Ukrainian President Volodymyr Zelensky discussed this matter during their unannounced meeting in Kiev on Monday.

US national security adviser Jake Sullivan on Thursday night said the United States will provide Ukraine with a new $2 billion security assistance package.

US to Reportedly Provide $2 Billion in Military Aid to Ukraine as Conflict Reaches Year Mark
The United States is expected to announce on Friday an additional $2 billion in security assistance funding for Ukraine on the one-year anniversary of the launch of Russia’s special military operation in the country, US media reported

The funding will reportedly come through the Ukraine Security Assistance Initiative, which is used to make new purchases and contracts with the defense industry and not procure equipment from existing US stocks.

Biden to Discuss Further Ukraine Support With G7 Leaders, Zelensky on Friday: White House
US President Joe Biden will meet virtually with Group of Seven (G7) leaders and Volodymyr Zelenskyy on Friday morning to discuss continued support for Ukraine, White House Press Secretary Karine Jean-Pierre said on Thursday.
"Tomorrow morning, President Biden will gather with G7 leaders and President Zelenskyy for a virtual meeting to continue coordinating our efforts to support Ukraine and hold Russia accountable for its war," Jean-Pierre said during a press briefing.
The United States and G7 nations on Friday are also set to release a new round of sanctions on Russia, focused on addressing alleged sanctions evasion. The actions come on the one-year anniversary of the launch of Russia’s special military operation in Ukraine.

USAID to Announce Additional Financial Support for Ukraine Friday - Deputy Administrator
The United States is planning to announce additional financial support for Ukraine on February 24, US Agency for International Development (USAID) Deputy Administrator for Policy and Programming Isobel Coleman said on Thursday.
"You should expect to hear from us more about financial support that we are providing going forward for Ukraine," Coleman told reporters.
The new support is related to "some of the particulars" on energy and other areas, where the United States has already provided aid, Coleman said.
Coleman declined to deepen into details of the upcoming announcement. "I think you are going to have to wait until tomorrow," Coleman added.
USAID said in mid-January that the United States will provide Ukraine an extra $125 million to support its energy and utility infrastructure.

Spain Considers Supplying More Leopard 2 Tanks to Ukraine
The Spanish government plans to discuss the possibility of increasing the number of Leopard 2 battle tanks supplied to Ukraine from six to 10, Spanish Prime Minister Pedro Sanchez said on Thursday.
"In the coming weeks and months, we intend to see if we can increase the number of tanks to 10, that is from six to 10, and obviously help Ukrainian soldiers learn how to use these Leopard tanks," Sanchez said at a joint press conference with Ukrainian President Volodymyr Zelensky in Kiev.

UK Defense Minister Says Ukraine Might Receive Warplanes From Unspecified NATO Country
UK Defense Secretary Ben Wallace said on Thursday discussions were underway for an Eastern European member of NATO to supply fighter jets to Ukraine.
"There is already talk, I think, of an Eastern European country supplying MiG-29s," Wallace told the LBC radio.
At the same time, Wallace said that NATO aircraft would not be sent to Kiev in the short or medium term, as "NATO is not going to enter into this conflict."

Secretary General Says NATO Must Increase Defense Production for Ukraine
NATO Secretary General Jens Stoltenberg said Friday that NATO countries must ramp up defense production for Ukraine after depleting their stockpiles.
"So far we have depleted our stocks, but this is not sustainable,” Stoltenberg said in a CNN interview. “So our main focus now is to ensure that we ramp up production because this is now a war of attrition, which is a battle of logistics. We need to supply the Ukrainians every day with what they need to be able to continue to make gains on the battlefield."

Ukraine to Receive Patriot, SAMP/T Air Defense Systems Soon, Country's Defense Ministry Says
Ukrainian Deputy Defense Minister Hanna Maliar said on Thursday that the Ukrainian army would soon receive Patriot and SAMP/T air defense systems capable of intercepting ballistic missiles.
"Now tank units are already being formed, and the decision has been made to provide long-range weapons ... Soon we will receive Patriot and SAMP/T systems that are capable of intercepting ballistic missiles. Discussions on aircraft continue, and this decision will also be positive," Maliar said in a statement published by the defense ministry.
According to her, the Ukrainian army "has de facto become a NATO army," and Kiev is moving along the path to Euro-Atlantic integration.
Maliar also lauded the Ukrainian Defense Ministry's success in convincing foreign donors to scale up military assistance from artillery munitions in 2022 to much heavier weapons later that year and in 2023.
In December 2022, the US announced a $1.85 billion security assistance package for Ukraine, including a Patriot air defense system expected to arrive in coming months. Germany and the Netherlands followed suit and also pledged Patriots to Ukraine.

Spanish Left Urges EU to Prepare 'Avenues of Dialogue' for Ukraine, Russia: Reports
The Spanish left-wing Podemos party insists that diplomatic negotiations between Russia and Ukraine are only a matter of time and depend on "how much death and destruction" Brussels is willing to accept, a European news website reported Thursday, citing a source from Podemos.
Podemos, from the coalition government, was irritated this week by EU foreign policy chief Josep Borrell’s comment to a Spanish radio station, in which he called the left naive for suggesting that an end to arms supplies to Ukraine would spur peace talks.
"If he believes that de-escalating and seeking avenues of dialogue to build peace is naive, that's up to him," the source was quoted as saying.
When asked whether there could be dialogue without military force, the Podemos source reportedly said that, "you don't enter into a sincere dialogue overnight, that's why we are asking for the conditions to be created that will allow dialogue for the future."
One of the conditions is ensuring a ceasefire in Ukraine to stop the loss of life and destruction and mark a turning point in the conflict, which will go into its second year later this week.
"Peace will come sooner or later," the source was quoted as saying further, adding "The question is how much death and destruction Borrell and the EU are willing to accept between now and then."

Prague Sent Ukraine Over 8,000 Units of Military Equipment Since Last Year: Reports
The Czech Republic has supplied Kiev with more than 8,000 units of military equipment and about 50,000 shells since the start of Russia's military operation there last February, Czech media reported on Thursday, citing Czech Defense Minister Jana Cernochova.
Cernochova specified that the Czech Republic had supplied Kiev with a total of 38 tanks, 55 infantry fighting vehicles, four aircraft, 13 self-propelled howitzers, five chemical reconnaissance vehicles, 47 vehicles, 27,500 artillery shells, 12 rocket launchers, 4,900 rockets, 8,022 armored vehicles, 128 mortars, 17,400 mortar mines, 291 air defense systems, 30,025 pistols, 11,233 long-barreled small arms and 4.2 million small arms cartridges, Czech Radio said.
Prague also sent military medical equipment, materials for radiation, chemical and biological protection, and spare parts for various equipment, the report added.
In addition, the country's defense ministry has hosted more than 1,000 Ukrainian refugees at its facilities, the report said.

Finland to Send 3 Leopard 2 Tanks to Kiev, Provide Relevant Training
Finland will send three Leopard 2 tanks to Ukraine and provide relevant training to Ukrainian soldiers as part of the 13th package of military assistance to the country, the Finnish Defense Ministry said on Thursday.

"As part of international cooperation on Leopard armoured vehicles, Finland will hand over three Leopard 2 main battle tanks to Ukraine, including training related to their use and maintenance. These three vehicles are included in the aid package now decided," the ministry said in a statement.

Helsinki decided not to provide any details regarding the supplies of tanks and other military equipment "for operational reasons and to ensure that the delivery reaches its destination," the statement read.

Finland's 13th military help package is worth over 160 million euros ($170 million). The country has so far provided a total of over 750 million euros to Ukraine in military aid since the start of Russia's military operation in February 2022, according to Helsinki's estimates.

Western countries have been supplying Ukraine with various types of weapon systems, including air defense missiles, multiple launch rocket systems, tanks, self-propelled artillery and anti-aircraft guns since Russia launched its special military operation in Ukraine. In late January, Germany committed to sending 14 Leopard 2A6 tanks to Kiev, with other states announcing similar steps or promising to chip in.

Ukrainian Media Report Explosion in Odessa
An explosion rocked the Ukrainian port city of Odessa on Thursday, Ukrainian media reported.

A Ukrainian news channel reported that the blast occurred in the city center.

Several local Telegram channels published photos purportedly showing fire and smoke following the blast, but there has not yet been any official confirmation of links between the blast and the fire. No air raid warnings were issued in the region.

EU's New Sanctions Unlikely to Target Russia's Nuclear, Diamond Industries, Reports Say
Russia's nuclear energy and diamond industries will not be targeted by the the European Union's 10th sanctions package against Moscow due to opposition from Hungary and several other EU member states, media reported.

Proposals put forward by Poland and Baltic states to impose sanctions against Russia's nuclear industry were rejected by Hungary, a country that depends on cooperation with Moscow in this area, a Spanish newspaper said, adding that a number of other EU states, including France, Bulgaria and Belgium, were also against sanctioning Russian nuclear and diamond industries.

Meanwhile, US media reported, citing three diplomats, that the countries opposed to immediate sanctions against Russian nuclear industry due to their dependence on imports are working to find alternative suppliers. In the event restrictions are adopted in the 10th package, these countries would reportedly be given a loophole to continue importing fuel so long as they need it.

Earlier in the week, Hungarian Foreign Minister Peter Szijjarto said that Budapest would not support any sanctions that would limit its nuclear cooperation with Russia. Russian state nuclear corporation Rosatom is one of the world's leading companies in nuclear energy and sanctions against it could threaten global nuclear security, Hungary's top diplomat said.

On Wednesday, media reported that the European Union failed to agree on the 10th sanctions package against Russia, with negotiations on this issue expected to continue on Thursday. All 27 EU member states have to approve these measures for them to go into effect.

The new sanctions package is expected to introduce export restrictions worth 10 billion euros ($10.6 billion), intending to damage Russia's military and technological industry, according to Spanish media. In addition to new trade restrictions, the EU is also discussing measures aimed to improve the implementation of sanctions.
