Russian President Vladimir Putin dubbed the attack on the concert hall a “bloody barbaric terrorist act that claimed the lives of dozens of innocent people," during his address to the nation.The president expressed certainty that medics “will do everything possible and even the impossible to preserve the lives and health of the wounded."Putin thanked everyone who helped save people during the attack, including paramedics and Special Force professionals, as well as ordinary people who volunteered to help.Putin likewise declared March 24 a national day of mourning and stressed that anti-terrorist and anti-sabotage measures have been implemented in Russia to prevent further tragedies. “They tried to flee and they were moving towards Ukraine where, according to preliminary data, there was a window prepared from the Ukrainian side for state border passing," he stressed.

“It is evident that we are facing not a meticulously and cynically planned terrorist attack, but rather a prepared and organized mass killing of peaceful defenseless people. The felons were purposely going to kill in cold blood, to shoot our citizens, our children. Like Nazis some time ago committed atrocities on occupied territories, they planned to stage a public execution, a bloody action aimed at instilling fear," Putin explained.
The Russian leader added that the investigation will seek to identify the masterminds of the crime, as well as the perpetrators.
“We will identify and rightfully punish all backers of the terror attack," stressed Putin.
The president stressed that Russia is well aware of the terrorist threat against it and is ready to work with nations that share Russia’s pain to unite in the fight against a common enemy – international terrorism.
“Terrorists, murderers, abominations that do not have and cannot have nationality will meet their ill fate – retribution and oblivion. They have no future," Putin said.
He urged people to avoid panicking and ethnic feuds in the multinational society.
"No one will be able to sow the poisonous seeds of discord, panic and feud in our multinational society," Putin concluded.
