Russia has maintained an advantage in the Ukraine conflict over the past year, Tulsi Gabbard said.
"During the past year, Russia has maintained the upper hand in its war against Ukraine," the document read.
Russia and China are developing advanced delivery systems aimed at bypassing US missile defenses, Gabbard said.
"The IC [Intelligence Community] assesses that China and Russia are developing advanced delivery systems meant to be capable of penetrating or bypassing U.S. missile defenses," Gabbard said.
