Speaking at his annual question-and-answer session broadcasted from the Kremlin on Thursday, Russia's outgoing President Vladimir Putin answered 72 questions in more than three hours.
MOSCOW, October 18 (RIA Novosti) - Speaking at his annual question-and-answer session broadcasted from the Kremlin on Thursday, Russia's outgoing President Vladimir Putin answered 72 questions in more than three hours. He said:

- regional authorities who cannot provide enough financial support for families with many children will receive help from the federal center

- mothers with five and more children will be able to retire five years earlier, at 50

- the program on maternity capital (250,000 rubles, or $10,000 to be indexed) will remain in effect after the presidential elections of 2008

- budget allocations for in vitro fertilization (IVF) program will be tripled to 600 million rubles ($24 million) a year

- the Russian Armed Forces will not just develop nuclear triad weapons (the Strategic Missile Forces, strategic aviation and nuclear submarines) as its main deterrent, but will create other weaponry

- Russia is successfully working on new strategic missile systems, and will continue to develop both nuclear and conventional weapons

- Russia will start building another strategic nuclear submarine in 2008

- Russia will complete work on the development of advanced fighter aircraft in 2012-2015

- Russia will continue modernizing Tu-160 Blackjack and Tu-95 Bear strategic bombers

- Russian WTO negotiators have secured an agreement that Russia will maintain agricultural subsidies during a lengthy transitional period after joining the organization

- Russia will have no financial crisis because it has the third largest gold and currency reserves in the world ($434 billion). No monetary reform or banking crisis is expected either

- the government is taking measures to curb growing food prices by grain intervention, raising export duties on grain and cutting import duties on food products. But these measures must not undermine the agricultural sector
