On Apr. 4, Russian President Dmitry Medvedev submitted the candidacy of Emergencies Minister Sergei Shoigu to the Moscow Region’s Duma to be approved as the region’s governor.

Shoigu is the longest serving minister in the post-Soviet Russia. He has held the position of the emergencies chief in all Russian cabinets since 1991.

In 1991, Shoigu became chief of the Russian Corps of Rescuers. Then, he was appointed the Emergencies Minister and has held the position ever since.

On Apr. 26, 1993, Sergei Shoigu – who had the military rank of reserve senior lieutenant at the time – was elevated to major general without receiving any transitional ranks and became the second person in the Soviet Union and Russia’s history after world’s first man in outer space Yuri Gagarin who was awarded the major general rank without order of precedence.

Sergei Shoigu was born in the town of Chadan, the Tuvan Autonomous Soviet Socialist Republic. In 1977, he graduated from Krasnoyarsk Polytechnic Institute with a degree in construction engineering.

Shoigu has received numerous awards, including the Order for Personal Courage (1994), the Order For Merit to the Fatherland, 3rd Class (2005), the Order of Honor (2009), and the Medal ‘Defender of a Free Russia’ (1993).

Shoigu can rarely be seen wearing his orders and medals. He chooses to wear civilian clothing when attending public forums.

While inspecting various sites, he usually wears camouflage clothing.

Sometimes, Shoigu can be seen wearing sports outfit.
