The suspended airmen will be retrained, the Civil Aviation Administration said in a statement.
The TransAsia ATR 72-600 crashed into Keelung River minutes after takeoff from Taipei killing 42 of the 58 people on board.
A preliminary probe revealed plane's pilots shut off a running engine after its other engine went idle in what aviation experts said was an error.
The crash was the second fatal accident involving a TransAsia flight in less than a year.
