Russian Foreign Minister Sergei Lavrov said that the United Nations need to publish new edition of guidelines for peaceful settlement of disputes between countries.

Lavrov Warns Against Using UN Security Council for Propaganda
UNITED NATIONS (Sputnik) — Russia suggested overhauling guidelines for peaceful settlement of disputes between countries that were laid out more than 20 years ago in a UN handbook, Russian Foreign Minister Sergei Lavrov said Monday.

"In the early 1990s, the office of the UN Secretary-General prepared a Handbook on the Peaceful Settlement of Disputes Between States. We suggest releasing a new edition that would draw on the experience that has since been accumulated," Lavrov said at the UN Security Council's open meeting.

Lavrov was speaking during an open debate on international peace and security, which is currently underway at the UN Security Council's headquarters in New York, United States. The meeting was scheduled for February 23-24, to mark the 70th anniversaries of the end of World War II and the formation of the United Nations.

"We need to agree on how to jointly manage the risks within the framework of the UN Charter at a time when international rations are becoming increasingly complex," the Russian foreign policy chief said.

The UN guidelines on conflict management were mapped out back in 1992 under the supervision of then Secretary-General Boutros Boutros-Ghali. They are descriptive in nature and are not binding for UN member states.

The handbook emphasizes the importance of "pacific settlement" of disputes, including through negotiations and in court.
