"In the early 1990s, the office of the UN Secretary-General prepared a Handbook on the Peaceful Settlement of Disputes Between States. We suggest releasing a new edition that would draw on the experience that has since been accumulated," Lavrov said at the UN Security Council's open meeting.
Lavrov was speaking during an open debate on international peace and security, which is currently underway at the UN Security Council's headquarters in New York, United States. The meeting was scheduled for February 23-24, to mark the 70th anniversaries of the end of World War II and the formation of the United Nations.
The UN guidelines on conflict management were mapped out back in 1992 under the supervision of then Secretary-General Boutros Boutros-Ghali. They are descriptive in nature and are not binding for UN member states.
The handbook emphasizes the importance of "pacific settlement" of disputes, including through negotiations and in court.
