RIGA (Sputnik) — Expanding the OSCE monitoring mission in east Ukraine may signal progress, but it is not enough to alleviate the crisis, Lithuanian Foreign Minister Linas Linkevicius said Saturday in Riga.

"It would be better, but not enough. Because the main problems are not solved. I mean access to the external border and also to the hotspots. They [observers] have limited access, Talking about bigger numbers is a step in the right direction, but it will not solve the essential problem," Linkevicius said.
