"Non-state actors increasingly become orchestrators of conflicts all around the globe," Rao Inderjit Singh stated at the plenary session of the IV Moscow Conference on International Security.
Commenting on the strategies applied by the international community and national governments to address the security challenges, Indian Defense Minister said the best option is combining hard and soft powers.

Singh also warned against adhering to extreme views in modern day politics.
"Retreating into unilateralism, ultranationalism or the politics of identity will produce nothing but a bitter, fragmented and dangerous world."
The IV Moscow Conference on International Security was held amid the ongoing conflicts and violence, prompted by the non-state actors' activity in such countries as Ukraine, Syria, Iraq, Yemen, Israel, Pakistan, Nigeria, Somalia and Afghanistan.
