MOSCOW (Sputnik) — Ukraine is not an independent state, and Washington controls Kiev and its implementation of the Minsk peace agreements, Secretary of Russia's Security Council Nikolai Patrushev told reporters Tuesday.
"Every visit of [US Assistant Secretary of State] Victoria Nuland confirms that Ukraine is not an independent state, but is under the external control of Washington. It is obvious that her trips are not related to advice and consultations, as Western propaganda claims, but include direct instructions to the country's government on how to act."
"Any top level staff changes in Ukraine also take place only after being agreed with the White House. Disobedience will lead to a change of president and government in Ukraine to those that more carefully follow instructions from Washington politicians," he added.
Washington aims to destroy the unity of Russian and Ukrainian people, Patrushev said.
"The goal of Washington's policies is to destroy the unity of the Russian and Ukrainian peoples, as well as divide people living in Ukraine by fueling nationalist sentiment against compactly living ethnic groups such as Russians, Romanians, Hungarians, Poles and others, which is fraught with Ukraine splitting into several parts."
Kiev Should Not Count on US Military Aid
Washington is trying to cripple Russia using sanctions to change Moscow’s independent policies, Patrushev said.
“The White House is emphasizing Europe’s dependence in making decisions on the international agenda and is trying to cripple Russia through sanctions because of [Moscow’s] independent domestic and foreign policies.”
He also said that Kiev should not expect any military aid from the United States.
“In regard to military aid to Kiev, I believe that it shouldn’t count on it. Washington doesn’t need Ukraine’s military success or its economic well-being,” Patrushev added.
Kiev Not Planning to Recognize Donetsk, Lugansk Republics
Kiev has no plans of recognizing the eastern Ukrainian self-proclaimed Donetsk and Lugansk People’s Republics, the Russian Security Council Secretary said.
“The current situation in southeastern Ukraine shows that official Kiev is not planning to recognize the DPR and the LPR, and is continually breaching the Minsk agreements, toying with anti-Russian inclinations, and flirting with Ukrainian neo-nationalism that is all supported by Washington,” Patrushev told journalists.
The top security official recalled that Ukrainian President Petro Poroshenko claimed earlier in September that "some political forces" had allegedly offered him three scenarios for the country's troubled Donbass region. The first was a military liberation of East Ukraine and an advance on Moscow, the second was to acknowledge that Ukraine had lost Donbass, and the third was the full compliance with the Minsk deals.
"I believe that a fourth scenario is being held back, which envisions Kiev sabotaging the implementation of the Minsk agreements under any pretext," Patrushev said.
