The International Civil Aviation Organization (ICAO) said on Tuesday it is planning to reconsider its recommendations on air transport safety and security, after the Dutch Safety Board released its final report on the Malaysia Airlines flight MH17 crash.

MOSCOW (Sputnik) — On July 17, 2014, flight MH17 crashed in the eastern Ukrainian region of Donetsk en route from Amsterdam to Kuala Lumpur, killing all 298 people on board. The Dutch Safety Board said the plane crashed as a result of a ground-to-air missile explosion near the left side of the plane.

"ICAO and its Member States responded rapidly in the aftermath of MH17 to address some important immediate concerns… Now that the Dutch Safety Board has issued its Final Report, ICAO will be reviewing its recommendations applicable to our Organization and responding as needed to ensure that air transport continues to be the safest way to travel," ICAO Council President Olumuyiwa Benard Aliu was quoted in the organization's press release as saying.

The Kiev government and the West blame eastern Ukrainian militia for downing the Malaysia Airlines plane. The militia, in turn, say they do not have weapons capable of bringing down a plane flying at commercial passenger cruising altitude.

On Tuesday, the Russian air defense systems producer Almaz-Antey released its own report on the MH17 crash, which said that the plane was downed from territory under control of Kiev-led forces at the time of the crash.
