"In accordance with the agreement on air services and cooperation, all outstanding issues should be resolved through consultations between aviation authorities. Using this approach, in full accordance with international law, the Russian side proposed to lift all restrictions on direct flights and transit for Russian and Ukrainian airlines," the agency said in a statement.
Representatives of Russian and Ukrainian aviation authorities met in Brussels earlier in the day. According to Rosaviatsia, the Ukrainian side proposed to discuss lifting restrictions only on transit flights.
Ukraine announced in September that it would ban multiple Russian airlines from entering its airspace as part of anti-Moscow sanctions, with Russia shortly mirroring the move.
