"We have extended our full cooperation with Russian technical team that flew to Cairo and we are offering them all the assistance, all information available," Elbadri said.
Elbadri, who expressed "extreme sorrow" on the part of Cairo for the flight 9268 tragedy, said it was "very premature" to speculate about the causes of the crash amid an ongoing investigation.
Elbadri said that, despite the incident, there were no recorded flight cancellations among Russian tourists to Egypt.
An inter-departmental working group headed by Russian Emergencies Minister Vladimir Puchkov is working at the flight 9268 crash site encompassing an area of 6 square miles.
A special Egyptian-Russian-French commission has begun decoding flight data recorders earlier.
A Russian Emergencies Ministry operational headquarters representative said earlier first victims of the crash were expected to be flown home later on Sunday.
