MOSCOW (Sputnik) — Speaking at a presentation of the OSCE report on the Cuba detention center, ODIHR Director Michael Georg Link said he welcomed Washington’s commitment, but said a prompt shutdown was overdue.
"The announcement, made by the White House in July 2015, that the Obama administration is in the final stages of drafting a plan to safely and responsibly close the detention facility at Guantanamo Bay is a welcome commitment, which now needs to materialize," Link said at the OSCE headquarters.
The 278-report, released on Tuesday, took three years to complete. It accuses CIA agents of torturing inmates, many of whom have been held at Guantanamo indefinitely for years without being formally charged.
Obama made it his goal to close the detention facility at the start of his first term in office, but a lack of congressional approval has kept it open. There are currently 112 detainees being held at Guantanamo, 102 of them without charge.
