UNITED NATIONS (Sputnik) – The UN Security Council has adopted a resolution to counter the financing of terrorism, US Treasury Secretary Jack Lew said Thursday.
"Draft resolution has 15 votes in favour. The draft resolution has been adopted unanimously," Lew, who chairs the finance ministers summit, said after a roll call of votes.
UN Secretary General Ban Ki-moon hailed the vote and urged "concrete action to ensure that today's historic meeting shuts down funding channels for terrorist groups," including the Islamic State (Daesh in Arabic, a group outlawed in Russia).
"Today Daesh runs a multi-million dollar economy in territories under its control," Ban said. "Daesh terrorists raise money through the oil trade, extortion, undetected cash couriers, kidnapping for ransom, trafficking of humans and arms and racketeering."
The resolution was co-sponsored by Russia and the United States.
First established under a 1999 resolution, the so-called Al-Qaeda Sanctions Committee is mandated to regularly update its list with the help of its monitoring team, UN member states, Interpol and other regional and international organizations.
Thursday’s resolution contains a provision calling for the implementation of resolution 2199. The document calls for groups such as Daesh and the al-Qaeda affiliate the Nusra Front to be prevented from benefiting from the sale oil and antiquities and from the ransoming of hostages, as well as from receiving donations.
