UNSC Resolution Against Funding Terrorism Lacks Strict Adherence - Churkin

Obligations stipulated by the UN Security Council resolution on countering financing of terrorism are not being implemented by everyone in a transparent manner, Russian envoy to the United Nations Vitaly Churkin said.

UNITED NATIONS (Sputnik) – The resolution, targeting in particular the Islamic State (ISIL, or Daesh in Arabic) terrorist group, was adopted unanimously on Thursday.

"Eradicating this absolute evil [Daesh] can only be achieved by acting together without double standards and by completely suppressing the channels for financing terrorism. The obligations are not being implemented by all and everywhere," Churkin said on Thursday after the adoption of the resolution.

According to the Russian envoy, smugglers buy oil for cash from Daesh and Turkey is used as a transit country.

"The number of shipments is in the thousand. These shipments are carried out on behalf of ISIL [Daesh] by a number of Turkish companies. The main flow goes through ports in the Mediterranean Sea. As a result of Russian Federation's strikes [against Daesh in Syria], there’s a major reduction," Churkin explained.

Illicit exports of oil reach 1.5 million dollars a day, Churkin claimed, stressing that all states must coordinate their action to investigate crimes, particularly those relating to the financing of IS radicals.

"An important step was taken today. Now the UN’s monitoring and sanctions mechanisms can be focused on eradicating any manifestation of terrorist financing. It’s important that the resolution pinpoints ISIL [Daesh] as the most dangerous terrorist threat," Churkin stressed.

Daesh, a radical Sunni group prohibited in Russia and a range of other countries, has ceased vast areas in Iraq and Syria. Russia has been carrying out airstrikes against Daesh targets in Syria since September 30, at the request of Syrian President Bashar Assad. A US-led international coalition has been conducting airstrikes against Daesh in Iraq and Syria since September 2014.

UN Security Council Resolution 2199 recognizes that illicit oil trade is the main source of Daesh income and obliges all states to oppose it in the strongest terms.
