"Not all the Syrian people are represented in the intra-Syrian talks now. But if not all the Syrian people are represented, the talks will fail, and this is what is happening," Senam Mohamed told reporters at the opening of the autonomous region's mission in Moscow.
"We hope that on February 25, Kurds will participate in the talks, otherwise they will fail," she added.
Senam Mohamed also stated that Syrian Kurds are grateful for Russia's decision to open a diplomatic mission in Moscow that will represent Syria's Western Kurdistan region.
The opening ceremony took place in the Russian capital earlier on Wednesday. The region is not an internationally-recognized separate entity. It comprises three Syrian cantons close to the Turkish border.
"This opening of the mission is dedicated to all those Kurds who died for the freedom of Kurdistan, and I am grateful to the Russian authorities for such an opportunity," Senam Mohamed said.
"We hope that this mission will become the voice of our region. The mission will contribute to the establishment of cultural, economic and other kinds of relations between Russia and our region," Mohamed said.
The People's Council is one of several overarching bodies governing the Kurdish autonomy, which seeks independence from the government in Damascus.
The Democratic Union Party (PYD) is part of the Kurdish authority and is outlawed in neighboring Turkey for its links to the local pro-independence PKK movement.
