According to the Chechen leader, the construction of the international center in the republic is financed by private investors from Russia.

GROZNY (Sputnik) — The construction of the international center for training special forces in the Chechen Republic's town of Gudermes is financed by private investors from Russia, Chechnya's acting leader Ramzan Kadyrov told Sputnik.

"The financing comes from private investments… Private funds. Why would we need Arab or European money? It's Russian. It's a delicate matter — a military training facility. We can build an international university, hotel, industrial facility. And such a complex should wholly belong to Russia," Kadyrov said.

He noted that there were investors from other countries already who wished to send their troops over for training.

"There are those who are interested. The Chinese have visited already, the Kazakh, Canadians have been here. We showed them what we were building here and what conditions would be here," Kadyrov said.

He noted that US troops would not be able to undergo training at the center, as "they can't open accounts here or carry out transactions, we've prohibited it to them. That's why it's impossible for them to pay, unfortunately." As for the training of EU forces, this matter was up for the center's administration, according to Kadyrov.

The Chechen Republic's special forces are already undergoing training at the facility in Gudermes. In April 2015, the Chechen special forces won an international contest in Jordan.

"The Chinese, Canadians and Europe participated, some 40 states. Russia won, the instructors of the winners will be teaching at the center. The Americans were in Jordan too, and we still won and took top positions at the international contest," Kadyrov said.

The center in Gudermes occupies the area of over 1.5 square miles. The center will feature all types of combat training and the facilities on the territory of the center will start functioning in stages. The first stage will be completed in the summer. High-rise buildings, ground and underground infrastructure will be built for the training purposes. Some 200 instructors will oversee the training process.
