"This high level visit will launch the basis for future cooperation with Iran across different sectors ranging from trade, energy, environment, migration, human rights, to education, research and science," the EU executive body said in a statement.
Mogherini will be accompanied by energy commissioner Miguel Canete, maritime affairs and fisheries chief Karmenu Vella, humanitarian aid head Christos Styliandes, transport chief Violeta Bulc, internal market and industry commissioner Elzbieta Bienkovska, culture chief Tibor Navracsics, and science chief Carlos Moedas.
In Tehran, Mogherini will meet with Iranian Foreign Minister Mohammad Zarif, Parliament Speaker Ali Larijani and Security Council head Ali Shamkhani, while commissioners hold sectoral meetings with their respective Iranian ministerial counterparts.
More broadly, the top EU diplomat will raise regional issues, including human rights problems and the situation in Syria.
