In July, the World Anti-Doping Agency (WADA) urged the International Paralympic Committee (IPC) to suspend Russian Paralympic team from the Paralympic Games in Rio de Janeiro following a report of the WADA independent commission led by Canadian lawyer Richard McLaren, alleging that Russia had run a state-controlled doping program.
"No proof on the McLaren report was presented to the Russian Paralympic Committee. And there were no personal complaints against the RPC. They told us our committee was a part of the Russian state system of doping tests concealment. The International Committee never presented any proof that this system exists and that it works, and that the RPC was a subject to this program," Lukin told R-Sport.
Earlier in the day, IPC President Philip Craven announced a decision to suspend Russian athletes from the 2016 Rio Paralympics.
The 2016 Paralympics are scheduled to be held in Rio on September 7-18.
