"The phenomenon of [Daesh] is one that has not followed the model of al-Qaeda," Brennan said, contrasting the terrorist group with the organization responsible for the September 11, 2001 terrorist attacks on the United States.
Brennan noted that Daesh has taken over large amounts of territory in Iraq and Syria and declared a caliphate, both of which were never pursued by al-Qaeda.
Brennan also discussed the generational difference between two terrorist organizations, especially when it comes to the use of technology.
Daesh has an external component that is radicalizing those outside the organization and is carrying out attacks in Europe in ways al-Qaeda never attempted.
Daesh, the jihadist group, referred to by its Arabic acronym, is outlawed in Russia and numerous other countries around the world.
