Russia Outlines Terms for Resuming Plutonium Disposal Agreement With US

Russian President Vladimir Putin submitted to the State Duma a bill on the suspension of a Russia-US agreement on disposition of weapons-grade plutonium in the United States. According to the document, the lifting of all the US sanctions, as well as reducing the US military infrastructure were named as conditions of the agreement’s renewal.

Russia may resume the Russia-US Plutonium Management and Disposition Agreement (PMDA) in case of fulfillment of several conditions. All the necessary conditions are contained in the draft law on the suspension of the agreement with the US, introduced on Monday to the State Duma by Russian President Vladimir Putin. The document is available in the Duma's database.

Russia Cannot Unilaterally Fulfil Plutonium Disposition Deal With US Any Longer
According to the document, the PMDA can be resumed after the US eliminates the causes that led to a radical change in the circumstances that existed at the date of entry into force of the agreement.

Among the conditions are a reduction of military infrastructure and the number of the US troops stationed on the territory of NATO member states that joined the alliance after September 1, 2000, to the levels at which they were when the original agreement first entered into force.

The requirements also include the abandonment of the hostile policy of the US towards Russia, which should be carried out with the abolition of the Magnitsky Act of 2012 and the conditions of the Ukraine Freedom Support Act of 2014, which were directed against Russia.

Abolition of all sanctions imposed by the US on certain subjects of the Russian Federation, Russian individuals and legal entities are also named among the conditions. Damages suffered by Russia as a result of the imposition of sanctions should be compensated as well, the document said.

The US is also required to submit a clear plan for irreversible plutonium disposition covered by the PMDA.

Russia signed the Agreement between the Government of the US and the Government of the Russian Federation Concerning the Management and Disposition of Plutonium Designated as no Longer Required for Defense Purposes and Related Cooperation on August 29, 2000. The US side signed the document on September 1, 2000.
