WASHINGTON (Sputnik) — It is the latest hurricane formation on record in the Caribbean Sea.
"Otto becomes the seven hurricane of the 2016 season," the advisory stated on Tuesday.
Otto was located about 305 miles east southeast of Bluefield, Nicaragua with maximum sustained winds of 75 miles per hour, the National Hurricane Center said.
Tropical storm watches have been issued for San Andres Island, Costa Rica and for Nicaragua from Bluefields to Sandy Bay Sirpi.
Otto could produce a total rainfall of 6-12 inches, with isolated amounts of 15-20 inches through Thursday, the Center added.
The rains are likely to result in life-threatening flash floods and mud slides.
