HAMBURG (Sputnik) — Speaking about the atmosphere, the German politician mentioned the crises in Ukraine and Nagorno-Karabakh, but stressed that the OSCE had been doing the excellent job in these conflicts, as well as in the one in Transnistria.

"We are meeting at a time when dialog between East and West is even more urgent. The atmosphere has become brutal," he said at the opening ceremony of the 23rd Ministerial Council of the Organization for Security and Co-operation in Europe (OSCE) in Hamburg.

Steinmeier added that he hoped for a "constructive dialog" on such security issues as terrorism, extremism, cybersecurity and rebuilding mutual trust.

The 23rd Ministerial Council of the OSCE is expected to last until Friday and has already gathered together diplomats from 57 OSCE participating states as well as from 11 partners for cooperation to discuss major security issues.
