Moscow launched a military operation in Ukraine on February 24 after Kiev intensified attacks on the people's republics of Donetsk and Lugansk. President Vladimir Putin noted that Russia's aim is to end the eight-year-long war being waged by Kiev against the people of Donbass.
Russia has been carrying out precision strikes against Ukrainian infrastructure since October, in retaliation for terrorist attacks on Russia organized by Kiev, including the fatal blast against the Crimean Bridge.
According to Ukrainian authorities, about 50% of the country's energy infrastructure had been damaged. Kiev has urged Ukrainians to reduce their use of electricity and resorted to regular blackouts.
Over the past months, air raid alerts have been sounded in Ukrainian regions every day. At the same time, Ukrainian forces continue intensive attacks on the Donetsk and Lugansk regions of Russia, resulting in massive civilian casualties.

Air Raid Warnings Issued in Several Ukrainian Regions - Ministry Data
Air raid warnings were in effect in a number of Ukrainian regions late on Sunday night, according to air raid data from the country’s Ministry of Digital Transformation.
Air raid sirens went off shortly after midnight in the Ukrainian regions of Kirovograd, Nikolayev, Vinnitsa, and Dnepropetrovsk, as well as the Ukraine-controlled parts of Zaporozhye Region, the ministry’s online map showed.
Later in the night, air raid warnings were issued in the Cherkasy, Poltava, and Kharkov regions, as well as the Ukrainian capital, Kiev.
Precision strikes against Ukrainian infrastructure have been carried out by Russia since October 10 (two days after the terrorist attack on the Crimean Bridge).
Ukrainian President Volodymyr Zelensky said earlier this month that, at this time, it is impossible to restore the country's energy infrastructure to 100%, which is why scheduled power shutdowns remain in effect in most cities and districts of Ukraine.
Zelensky said on November 1 that about 40% of Ukraine's energy infrastructure had been damaged as a result of Russian strikes, leading to mass blackouts throughout the country.
Following another series of strikes on November 15, Ukrainian Prime Minister Denys Shmyhal said that about 50% of Ukraine's energy infrastructure had been damaged.
About a third of Kiev residents are still without power and half of the people in the Ukrainian capital have no heating as a result of the latest Russian strikes against Ukrainian infrastructure, Kiev Mayor Vitali Klitschko said on Saturday.
Meanwhile, Lvov Region is facing critical power shortages, according to local administration head Maksym Kozytsky, who said on Tuesday that the region was meeting only 60% of its power consumption needs.

One Person Killed, 8 Injured in Shelling in Russia's Belgorod Region
One person died and eight were injured as a result of a shelling in Russia's Belgorod region bordering Ukraine, region's governor Vyacheslav Gladkov said on Sunday.
Earlier in the day, a Sputnik correspondent reported that at about 13:00 local time (10:00 GMT), nine explosions could be heard in the sky above the city of Belgorod. Gladkov confirmed that air defense systems were put into operation in the city and the region.

"One person died... Eight people were injured, seven are now in the hospital, one of them is in intensive care. All necessary medical care is provided. Another victim refused hospitalization and was sent for outpatient treatment," Gladkov wrote on Telegram.

The shelling damaged a poultry farm in the region, the governor added.
Gladkov expressed condolences to the relatives and friends of the deceased.

Greece Approved $48Mln in Loans to Ukraine Apart From Sending Arms Supplies - Reports
Greece has been supporting Kiev financially by guaranteeing over 40 million euros in loans in addition to sending weapons and ammunition, Greek media reported on Sunday, citing data from the government bulletin.
In particular, the Greek Finance Ministry has provided loan guarantees to Ukraine worth more than 45 million euros ($48 million), the report said.

Security of ZNPP Possible Only With Withdrawal of Kiev's Heavy Weapons, Authorities Say
The main requirement for creating a security zone around the Zaporozhye nuclear power plant (ZNPP) should be the withdrawal of Ukrainian troops to a distance from which they will not be able to deliver strikes at the station, Vladimir Rogov, a senior official in the Zaporozhye regional government, told Sputnik on Sunday.
The International Atomic Energy Agency (IAEA) has repeatedly stated the need to create a safety zone around the ZNPP.

"Western countries and [Ukrainian President Volodymyr] Zelensky's regime continue to speculate on the creation of a security zone around the ZNPP, even though it is obvious to everyone that the danger to the nuclear plant comes exclusively from Zelensky's militants who repeatedly fired at the facility. Therefore, only one option is possible - to create a security zone; in which Kiev retreats its troops and heavy weapons to a distance from which they will not be able to strike at the nuclear power plant," Rogov said.

At the same time, the station's protection will be the competence of Russia, the official noted.

Half of Kiev Residents Remain Without Heating and a Third Without Electricity, Mayor Says

"Water supply has been restored to all residents of the capital. Half of Kiev residents already have heating, and we are working to restore it to all residents of the city. Two-thirds of Kiev have been reconnected to power supply," Kiev Mayor Vitali Klitschko said on Telegram.

Klitschko added that blackouts were still in place as there was a significant power generation deficit, and rationing would continue.

Scholz Says Talks With Russia on Ukraine Should Continue
German Chancellor Olaf Scholz argued in an interview out Saturday that negotiations with Russia needed to continue so that Ukraine could have a chance at peace.
Asked by press whether he could see Russia pulling troops from Ukraine in 2023 to create conditions for an agreement, Scholz said he could give no such estimate.

"I can’t tell when we will get to this point. It is important that we do not let the thread of conversation be severed despite big disagreements. If we do not talk it will be even less likely that Russia will end the war," he said.

In a longer term, Scholz said, it would be possible to restore contacts with Russia, the largest country on the European continent, although "now is not the time." The chancellor did not say whether he could travel to Moscow next year to mediate the crisis.

A protective dome is now being mounted over the nuclear waste storage at the Zaporozhye nuclear power plant (ZNPP) to shield it from shell fragments, Vladimir Rogov, a senior official in the Zaporozhye regional government, said on Saturday.

"A protective dome is being mounted at the ZNPP over the storage facility for spent nuclear waste," Rogov wrote on Telegram.

According to the official, the dome is designed to protect against fragments of shells and improvised explosive devices carried by drones.

US Stance on Crimea is 'Declaration of War', Region's Representative Says
Crimea's Permanent Representative to the Russian President Georgiy Muradov called the US statement on the peninsula "a declaration of war," which Washington instructs to wage with other people's hands.

"Kirby's statement on Crimea is a declaration of war on Russia, which the US instructs to wage with other people's bloody Nazi hands. I believe that without a direct reminder to Washington of our cudgel of nuclear deterrence, which rises above the stupid head of the Washington madmen, it will not do," Muradov told Sputnik.

On Friday, US National Security Council Coordinator for Strategic Communications John Kirby said that Washington recognizes Ukraine's right to plan and conduct military operations in Crimea, since it considers the peninsula to be Ukrainian territory.
Crimea became part of Russia in a referendum held in March 2014 in which nearly 96% of Crimeans voted for accession to Russia. Ukraine still considers the peninsula to be its own territory that was illegally occupied by Russia. Moscow has repeatedly stated that the decision made by the Crimean people was in full compliance with international law and the UN Charter.
